Explain the various implementation plans of the "Flood Disaster Management Plan for Flooded Areas" in the Yunlin area, introduce the contents of the plans for each district and plan with satellite photography and detailed charts, and discuss the division of powers and responsibilities of each unit. The current implementation difficulties include: lack of natural lakes and reservoirs, reliance on groundwater, difficulties in investigating illegal wells, and difficulty in promoting fallow farming to afforestation. In the future, the county government will actively cooperate with the central government to promote land restoration and utilization plans, and work together to prevent stratum subsidence.
